That's false. The South was always poor. Before the Civil War, it had 1/3 of the nation's wealth and 2/3 of the nation's rich. Don't blame Reconstruction---er, I mean, that big war they started and lost.

And those figures also tell you something about how the lower orders are defined and used. The Southern landowners armed the poor whites and sent them into combat to protect their plantations. 

Poor white Southerners are the lower orders that "people" are happy to ARM. Not disarm.

Up until recently (within the last 30 - 40 years), the Deep South and the South in general would have been considered poor as a region, thanks largely to the lingering effects of Reconstruction. We definitely fell into the "lower orders" that people would have been happy to disarm.
