This is the message as the crawl holds it, before anything here touched it. What the conversation shows has been through ingest: transfer encodings decoded, attachments dropped, quote markers repaired, and the archiver’s ? resolved into quotation marks and dashes. An illuminating reading. And since the amendment addresses "the right of 
the People", we get a deeper understanding of this text:

    "Congress shall make no law [snip] abridging [snip] the right of the
    people peaceably to assemble, and to petition the Government for a
    redress of grievances."

Obviously these Rights of the People refer merely to the rights of state 
legislatures to assemble in session and for them to petition the Federal 
government .
