This is the message as the crawl holds it, before anything here touched it. What the conversation shows has been through ingest: transfer encodings decoded, attachments dropped, quote markers repaired, and the archiver’s ? resolved into quotation marks and dashes. Those repairs are judgements and some of them are wrong, which is what this page is for. In some ways. If we are to think of Inire as chained to Urth, yes. But 
he has no formal or judging powers whatsoever---unlike the Autarch.

Hethor is fallen from the stars in a more literal way but has no 
authority either, except over the creatures he brought with him.

Yes, the whole sadomasochistic dark side of adoration of the 
crucifix(ion). I think Hethor's character is an essential part of 
Severian's relation as torturer to the Christ. Too much (of something 
that is) good is evil.
