I think the simplest answer is that terrorists prefer urban areas or
resorts (eg the Red Sea beach resorts) as targets. A large scale
forest fire doesn't affect as many people as a subway bomb or a
skyjacking that could shut down a large city's trains or one (or all,
as with the 2nd WTC attack) airports. Also, if you set the fire on
Tuesday morning, claim responsibility Tuesday afternoon, and it rains
on Tuesday evening, you look silly. If a group wants to use arson as a
terror attack, setting fires in multiple sites in a city makes more
sense, especially if they can sabotage the fire department's response
in some fashion.
