New article on Ultan's Library

Hello all, Just wanted to let you all know that we've updated Ultan's Library with a new essay. Well I say new, it's actually a piece written by British SF novelist Stephen Palmer twenty years ago for Vector, the BSFA journal, which he used to host on his website, but lost.
