Incidentally, Palaemon's behavior and words when he sends Severian on his way are very odd. First he claims that Thrax is by the sea. Then he tells Severian to pay attention to his good advice but remarks that Severian would probably forget it all. Palaemon, who we are told elsewhere was fond of Severian for his perfect memory.
I think what Palaemon meant was not that Sev would literally forget, but that the advice would "go in one ear and out the other", in the way that young men often ignore the advice of their elders.
