Yes, that's my understanding. I think it's clear that since the two planets tug on each other so hard when they get close together, this is an unstable arrangement. It can't stay this way for long, and it can't have been this way for long. Maybe it has only been this way since the White Fountain came cruising in and disrupted what was a two planet system.
